SCB was contracted by CMAP as a pre-qualified consultant for the Local Technical Assistance program to prepare the Comprehensive Plan for the City of Prospect Heights, located in Cook County 21 miles northwest of Chicago’s Loop. Prospect Heights has a rural atmosphere set amidst important regional transportation corridors with easy access to I-294. The City is home to the Chicago Executive Airport (former Pawaukee Airport) and is located less than 10 miles from O’Hare International Airport. A residential community, Prospect Heights is comprised of primarily single family neighborhoods with some pockets of multifamily dwellings.

The new comprehensive plan replaced the 1996 comprehensive plan and created a framework for future development. The plan identified strategies for business attraction and retention, provided a redevelopment framework for large-scale development in the City, provided recommendations for improving the Metra Commuter Rail Station, outlined opportunities for a Town Center, offered recommendations for expanding the sidewalk network in commercial and high-density areas of the City, reinforced the City’s current and ongoing storm water and flood mitigation efforts, expanded the network of bike trails and connections to regional trail systems, and coordinated with local transportation agencies an expanded transit system that connects important destinations.

 

The planning process encouraged active participation by stakeholders to offer their opinions about key issues to help guide local decision making, aligned with livability goals and implementation strategies set forth in CMAP’s 2040 Plan.
